This ends The Fallen quest and begins The World-Eater's Eyrie. The dragon offers to fly you to Skuldafn in exchange for his freedom. Now interrogate Odahviing to learn where Alduin is hiding. Back up towards the entrance and the dragon will follow you, eventually getting trapped. When Odahviing appears use your Dragon Rend shout on him. Go to the Great Porch of Dragonsreach, head out to the end and use the Call Dragon shout three times. Travel to Whiterun and speak with the Jarl to lay the trap for Odahviing. Travel to the Throat of the World and speak with Paarthurnax who tells you he can be trusted. Delphine then gives you an ultimatum, the Blades will no longer help you until Paarthurnax is dead. Speak with Esbern to learn the shout that will call Odahviing. General Tullis wants compensation for the massacre at Karthwasten.

Ulfric wants Markarth, General Tullis wants Riften or Winterhold. Choose whether or not to allow the Thalmor to stay. He becomes the main antagonist of the Civil War quest-line if the player joins the Imperial Legion to keep Skyrim under the Empires control or the main deuteragonist if the player joins. You've got a handful of decisions to make, it doesn't seem that you can fail this quest, so make your decisions and ultimately get a truce declared. Ulfric Stormcloak is the Jarl of Windhelm and one of the major heroes/villains of The Elder Scrolls V: Skyrim.He is the leader of the Stormcloak Rebellion who seek to free Skyrim from the Empire of Cyrodiil. Make your way to the council table and take your seat. Now return to High Hrothgar and speak with Arngeir. Have a similar conversation and convince him to come to the peace council. Travel to Windhelm to speak with Ulfric Stormcloak. Keep speaking until you can convince him to come to the peace council. Tell him about the peace council and that we need a truce until the dragon menace is dealt with. Travel to Solitude to speak with General Tullius. Next you must speak with Ulfric Stormcloak and General Tullius. Travel to High Hrothgar and speak with Arngeir. This starts the Season Unending quest if you have not finished the civil war line of quests (Stormcloaks & Imperials) He won't allow it unless you can get the Greybeards to host a peace council between the Stormcloaks and Imperials.

Travel to Whiterun and speak with the Jarl and tell him you need to trap a dragon in his palace. It doesn't matter which you speak with (Paarthurnax is right next to you at the end of the fight), as they all point you to speak with the Jarl of Whiterun to use Dragonsreach to trap one of the dragons and find out how Alduin is getting back and forth to Sovngarde to feed on the souls of the dead.

You need to talk with Paarthurnax, Arngeir or Esbern.
